The house is a cultural monument \u2013 established in documents, in literature from the fields of history and art history and in collective memory \u2013 that is on the verge of crumbling down on the tenants\u2019 heads.<\/p>\n<figure id=\"attachment_32458\" aria-describedby=\"caption-attachment-32458\" style=\"width: 1190px\" class=\"wp-caption aligncenter\"><a Baki\u0107\n\t\t\t\t<\/figcaption><\/figure>\n\t\t<\/div>\n\n<p>The recent earthquakes additionally shook the already decaying building \u2013 bricks and roof tiles fell out, firefighters had to remove chimneys, and the tenants say that water now comes through them into the building. \u201cOne more earthquake and \u2013 I am gone,\u201d says <strong>Danica Kern<\/strong>, who lives in the attic apartment of this building in Radi\u0107eva Street in Karlovac. The building\u2019s architect was the renowned <strong>Bartol Felbinger<\/strong>, the most famous builder of old Zagreb, as the cultural public calls him.<\/p>\n<p>Relevant literature states that the buildings which stand out among his documented and finished works are the building at 15 Jela\u010di\u0107 Square (from 1827), the school building at 22 Opati\u010dka Street (from 1839) in Zagreb, the municipal hall in Samobor (built between 1824 and 1826) and the additional construction of the spa building in Vara\u017edinske Toplice (in 1820).<\/p>\n<h5><strong>A building rich in history and \u2013 print<\/strong><\/h5>\n<p>Surviving sources and testimonies tell us that the building has a very rich history. In his book <em>Old Karlovac \u2013 Streets, Houses, People<\/em> from 2010, <strong>Radovan Radovinovi\u0107 <\/strong>writes that the building is also connected to some controversies, such as the question of whether the printing house of <strong>Ivan Nepomuk Prettner<\/strong> was located there. Referring to some contradictory sources \u2013 seeing that on February 17, 1847, Prettner stated in the newspaper <em>Pilger <\/em>that his bookstore was in Reichertzer\u2019s house \u201cin der Hauptstrasse\u201d \u2013 Radovinovi\u0107 states that the bookstore could have been in this or the adjacent house, which was at the time also Reichertzer\u2019s.<\/p>\n<figure id=\"attachment_32462\" aria-describedby=\"caption-attachment-32462\" style=\"width: 1190px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/02\/Palaca-Draskovic_Bakic-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-32462 size-large\" src=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/07\/Palaca-Draskovic_Bakic-1-1200x900-2.jpg\" alt=\"\" width=\"1200\" height=\"756\"><\/a><figcaption id=\"caption-attachment-32462\" class=\"wp-caption-text\">Dra\u0161kovi\u0107 Palace, photo: Marin Baki\u0107<\/figcaption><\/figure>\n<p>\u201cPrettner\u2019s printing house printed orders, regulations, prayer books, books, and, for a time from 1848, banknotes. In 1823 it printed the first book in the Croatian language, <em>Almanah ilirski <\/em>(<em>The Illyrian Almanac<\/em>) by <strong>Juraj Matija \u0160porer<\/strong>, followed by <em>Dissertation <\/em>by count <strong>Janko Dra\u0161kovi\u0107<\/strong> in 1832, <em>The Topography of Karlovac Military Frontier <\/em>by <strong>Franjo Julije Fras<\/strong> in 1835, <em>Domorodna poviest<\/em> by <strong>Dragojla Jarnevi\u0107<\/strong> in 1843 and the text <em>Hervati Magjarom<\/em> by <strong>Ivan Ma\u017eurani\u0107<\/strong> in 1848. From 1841 to 1848 it printed and published the German-language newspaper <em>Der Pilger<\/em>, which frequently published poems and various announcements and notices in Croatian, then <em>Karlova\u010dki viestnik<\/em> and between 1884 and 1888 <em>Svjetlo<\/em>, whose chief editor was <strong>Du\u0161an Lopa\u0161i\u0107<\/strong>,\u201d <strong>Biserka Fabac<\/strong> lists the most important printed works in an essay in the internet photo archive of Karlovac&nbsp;\u201e<a href=\"http:\/\/www.kafotka.net\/?fbclid=IwAR0MIqc09NI6MJ1F6yLn_9U_tb3fz2wVtFhldrxjHY3RA3M3N8Ho8gos_BQ\" target=\"_blank\" rel=\"noopener noreferrer\">Kafotka<\/a>\u201c.<\/p>\n<h5><strong>The pearl of Karlovac architecture<\/strong><\/h5>\n<p>This house, the Dra\u0161kovi\u0107 Palace, is considered the most significant classicist building in Karlovac. \u201cIt is a representative and one of the most beautiful examples of classicism in the architecture of Karlovac, with a front of harmonious proportions divided by characteristic lunettes, owned by notable historical figures and, later, by citizens of Karlovac,\u201d states the state registry of cultural heritage where this building is registered. Precisely \u2013 a protected house threatens unprotected residents.<\/p>\n<figure id=\"attachment_32436\" aria-describedby=\"caption-attachment-32436\" style=\"width: 1190px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/02\/Palaca-Draskovic_Bakic-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-32436 size-large\" src=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/07\/Palaca-Draskovic_Bakic-3-1200x900-2.jpg\" alt=\"\" width=\"1200\" height=\"900\"><\/a><figcaption id=\"caption-attachment-32436\" class=\"wp-caption-text\">Dra\u0161kovi\u0107 Palace , photo: Marin Baki\u0107<\/figcaption><\/figure>\n<p>\u201cWith the growth of population and new changes in the urban plan, such as laying new communication paths, the Karlovac fortress slowly begins the process of change, but without disturbing the height balance of the city\u2019s buildings. Until the middle of the century, one-storey houses in the classicist and Biedermeier styles with simple, articulated facades were built; among them house Dra\u0161kovi\u0107 especially stands out. The first changes that heralded the disruption of the harmony of the old town and its gradual disintegration came in the middle and especially at the end of the 19<sup>th<\/sup> century. One of the important changes of the second half of the century was the laying of the railway line. Commerce, which until then depended solely on the Kupa waterway and the roads, switches to a faster and cheaper means of transport. The traditional trade route, needing to adapt, slowly dwindles. Karlovac remained an important trade center for the wider region, especially due to its many trade fairs, but gradually it turned more and more towards industry, which became the backbone of the economic development of Karlovac in the 20<sup>th<\/sup> century,\u201d art historian <strong>Matej Mihali\u0107<\/strong> explains the context of building in that period in his master\u2019s thesis <em>New Spatial Identity of Karlovac<\/em>, defended in 2018 at University of Zagreb\u2019s Faculty of Humanities and Social Sciences.<\/p>\n<h5><strong>The City of Karlovac makes promises, but behind closed doors<\/strong><\/h5>\n<p>Last week Ana Mila\u0161inovi\u0107 explained the problem to Mayor <strong>Damir Mandi\u0107<\/strong>, and it can be summarized in her brief statement: \u201cWhenever a stronger wind blows, something falls.\u201d<\/p>\n<p>She reveals to us that the mayor said he would order serious examination of the statics of the building and that the City of Karlovac will endeavor to set in order the property-legal issues.<\/p>\n<p>Those issues often served as an excuse for keeping the building in its existing state, if we may call it that, for due to continuing decay, neither this state can be maintained. Ana Mila\u0161inovi\u0107 invited us to a meeting of the city government, but on coming there, we were asked not to attend since citizens\u2019 personal problems would be discussed, despite the fact that we were invited by a citizen. We were asked to request information in writing. In any case, we are still waiting for the City\u2019s response to our inquiry about the outcome of the meeting.<\/p>\n<figure id=\"attachment_32456\" aria-describedby=\"caption-attachment-32456\" style=\"width: 1190px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/02\/Karlovac_Drobnjak-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-32456\" src=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/07\/Karlovac_Drobnjak-2-1200x795-3.jpg\" alt=\"\" width=\"1200\" height=\"795\"><\/a><figcaption id=\"caption-attachment-32456\" class=\"wp-caption-text\">Karlovac, photo: Jovica Drobnjak<\/figcaption><\/figure>\n<h5><strong>Three successful and one unsuccessful demolition<\/strong><\/h5>\n<p>\u201cThe building was blasted with explosives several times \u2013 the case is still in court. For one attempt I was not able to prove that the state was responsible although members of the army and police did it. Explosives were first set off at the clothing store, then at my father\u2019s shop, twice at my business premises and then at the video-store of football player <strong>\u017deljko Janjanin<\/strong>. There was one unsuccessful demolition. I slept behind the unexploded device. One device \u2018opened\u2019 the shelter where we took refuge \u2013 it made a hole,\u201d says Ana Mila\u0161inovi\u0107.<\/p>\n<p>As a prominent Serbian family, the Mila\u0161inovi\u0107 family was the target of nationalist bombings during the Homeland War, and Ana believes that their plight was part of a campaign organized by the state.<\/p>\n<h5><strong>A center of the Illyrian movement<\/strong><\/h5>\n<p>The carved initials and the year on the portal, \u201cJFD 1828\u201d, testify that the house belonged to Janko and <strong>Franciska Dra\u0161kovi\u0107<\/strong>. Count Janko, one of the most prominent Illyrians, lived in nearby Re\u010dica, where his family had a large estate. In Karlovac he wrote and in this building he printed his <em>Dissertation<\/em>, the political, economic and cultural program of the Illyrian movement, at the time when the most renowned Illyrians \u2013 among them Ivan Ma\u017eurani\u0107, who wrote <em>The Death of Smail-aga \u010cengi\u0107 <\/em>there \u2013 were active in Karlovac. For this reason Karlovac was named the most patriotic city.<\/p>\n<figure id=\"attachment_32464\" aria-describedby=\"caption-attachment-32464\" style=\"width: 1190px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/02\/Palaca-Draskovic_Bakic-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-32464\" src=\"https:\/\/p-portal.net\/wp-content\/uploads\/2021\/07\/Palaca-Draskovic_Bakic-2-1200x900-2.jpg\" alt=\"\" width=\"1200\" height=\"900\"><\/a><figcaption id=\"caption-attachment-32464\" class=\"wp-caption-text\">Photo: Marin Baki\u0107<\/figcaption><\/figure>\n<p>After Dra\u0161kovi\u0107 sold the building, the owners changed several times; among them was the aforementioned Ivan Reichertzer, and in 1937 Ana\u2019s grandfather, <strong>Dragan \u0160. Mila\u0161inovi\u0107<\/strong>, became the owner.<\/p>\n<h5><strong>Instead of restitution \u2013 repurchase of their own house<\/strong><\/h5>\n<p>\u201cPeople moved in, sold the house\u2026,\u201d Ana starts to explain the property-legal problems she believes were intentionally created. \u201cIt is no longer clear whose property it is,\u201d she adds indifferently after several decades of fighting for her family\u2019s property.<\/p>\n<p>The house was the property of her grandfather until 1962, when it was denationalized. He requested denationalization since he had seven children. When he died, his son and Ana\u2019s father, <strong>Bo\u0161ko Mila\u0161inovi\u0107<\/strong>, continued the request for the restitution of property. As soon as the Law on Compensation for Property Confiscated during the Yugoslav Communist Rule was passed after the war, Ana restarted the process in 1996.<\/p>\n<p>During the nationalization poor people were settled in the building \u2013 there were five tenants in the attic apartment,\u201d she says, adding that the tenants constantly changed.<\/p>\n<p>\u201cMy family was left with the room which used to be the laundry drying room. We also had an apartment which we couldn\u2019t enter. Then we started buying back our own house. My father opened a watch and clock shop by partitioning the space with plywood panels \u2013 one half was his shop, and in the other half we lived. After that he continued buying back space in order to build an apartment for my brother in the yard, and for himself, where later our pizzeria was located. After that we exchanged rooms with others, and with one exchange we got my current apartment. I have a whole \u2018office\u2019 full of documents concerning the return of our property. Instead of giving back the property, the City of Karlovac sold it. There were various probate proceedings afterwards, resulting in fourteen owners in the end,\u201d she adds.<\/p>\n<h5><strong>The earthquake finished what had already been crumbling<\/strong><\/h5>\n<p>She sees this role of the City of Karlovac as the key problem. \u201cThe City sold some parts of the property, despite the ban, and returned to us the dilapidated and destroyed ones. They didn\u2019t remunerate us or ask us anything. According to a study from some ten years ago, 7 million kunas is necessary for the roof, windows and doors, plus the conservator\u2019s requirements. We can\u2019t maintain the building without the conservator\u2019s permission. The demolition attempts damaged the roof and the chimneys, and then there was a storm\u2026 The last earthquake finished what had already been crumbling. The firefighters tore down the chimneys. Everything\u2019s leaking through them.
